Study visit on “Quality Management in Statistical Agencies” held in Wiesbaden, Germany

Representatives of the State Statistical Committee of the Republic of Azerbaijan Gasim Aliyev –Head of Department of Quality Management and Information Technologies, Vugar Shahbazov – Head of Sector and Mahliga Malikova – Leading Adviser participated in the study visit on “Quality Management in Statistical Agencies” organized by TAIEX held in Wiesbaden, Germany on 02-06 November, 2015.
The aim of the meeting was to gain knowledge on statistical quality management and internal audit procedures to provide timely statistical data of increased quality according to EU standards.
Study visit mainly covered following issues:
Quality assurance fundamentals. United Nations Fundamental Principles, ESS Code of Practice; Introductory Presentation about Quality Management at SCC of the Republic of Azerbaijan; The system of official statistics in Germany; Legal and institutional environment for quality assurance; Peer Review and European Statistics (ESS) Quality Assurance Framework; ESS Quality Assurance Framework group work; Quality reporting; Quality indicators; Quality reporting; Quality indicators; Quality input papers;The Generic Statistical Business Process Model (GSBPM) and German adaptation (GMAS); Self-assessments (DESAP);Education and Training National Co-ordination Statistical Confidentiality; Total Quality Management and European Foundation for Quality Management (EFQM) model and others.
