Workshop on assessment of value of natural resources and of other non-produced tangible assets have been conducted in Czech Statistical Office

In accordance with the agreement on exchange of experiences between State Statistical Committee of the Republic of Azerbaijan and Czech Statistical Office study course have been conducted on 6-9 October, 2014 in Czech Statistical Office. Representatives of the State Statistical Committee R.Mirzayev - Head of Sector Economic Balances Sector of the Department of National Accounts and Macro-economic Indicators Statistics and A. Alpashayeva - Leading Adviser of the same Department, 4 experts from the State oil Company, the State Committee on Property Issues and the State Committee of Land and Cartography (members of working group established attached to State Statistical Committee by the purpose of organization and calculation of activities in the field of evaluation of non-produced non-financial assets) participated in the workshop.
The main purpose of the workshop was the study of experience of Czech Statistical Office on registration of non-produced non-financial assets (underground deposit, soil, forest, water resources and etc.) and calculation of consumption of fixed capital by the perpetual inventory method (PIM).
During study visit following topics were discussed: Introduction to the System of National Accounts of CZSO (system of national accounts in the CZSO, process of compilation, tools used for the compilation), Introduction of the system balances of non-produced assets (system of tables, process of compilation, relation to other part of SNA), Specific issues related to non-produced assets (evaluation and recording); state material reserves; other practical issues; discussion about specific issues in AZ, classification of the State oil Fund; Introduction of the system of Non-financial assets tables and balances; Specific issues related to fixed assets (evaluation and recording): CFC and valuation of stock; acquisition and disposal of used assets; other practical issues; discussion about specific issues in AZ and others.
At the end of the workshop Head and experts of National Accounts of Czech Statistical Office expressed their readiness of continue cooperation with the specialists of the State Statistical Committee on application of PIM methods and other issues of national accounts.
