According to the Ministry of Internal Affairs of the Republic of Azerbaijan, 1813 or 14.1% of 12844 criminal cases recorded in January-June 2018 were related to the illicit trafficking of drugs and psychotropic substances, 58.2% of them illegal purchase or storage of drugs or psychotropic substances in excess of their personal consumption without the purpose of sale, 33.2% the same actions for sale, as well as the production, shipping and sale of these substances, 6.5% cultivating illegal crops containing drugs, 2,1% crimes that have a strong effect or related to the illicit trafficking of toxic substances.

87.2% of 1227 people who committed a crime against the illicit trafficking of narcotic drugs and psychotropic substances were those never worked and studied, 38.4% those involved in criminal responsibility. 0.3% of the perpetrators were minors, 7.3% 18-24 years old, 13.3% youth aged 25-29, 79.1% people aged 30 and over.

In January-June 2018 674.5 kilograms of 1441.9 kilograms of drugs were heroin, 508.8 kilograms marijuana, 198.9 kilograms opium, 44.4 kilograms hashish, hashish oil and resin, 15.3 kilograms other drugs and powerful means .
