Agricultural Census
Strengthening of state support for agricultural development, determination of strategic objectives and institutional changes of the area in the line with new challenges gave the base to pass to the new quality stage of the area. In order to ensure population food security and increase export potential in agricultural sector the modern agricultural parks and large scale farms are organized in the country. The year 2015 was announced as Agricultural Year by the decree of President of the Republic of Azerbaijan Ilham Aliyev dated on 12 January, 2015.
Therefore, the importance of agricultural census is quite large in the country in order to improve information security of reforms implemented in agrarian sector and to ensure access to the actual data on the processes taking place in agriculture.
Taking into account the above mentioned, according to the decision of the Cabinet of Ministers agricultural census covering a wide variety of organizational and legal forms more than 1.3 million is considered to be held on 1-30 June of this year. Organization on preparation of agricultural census, its conduction, finalization of materials and publication of the results has been assigned to the State Statistical Committee and local statistical bodies.
The census will be carried out on the base questionnaires number 1 and 2 considered for institutions, as well as to the category of population. During the preparation of questionnaires recommendations of FAO, Statistical Committee of CIS and practical experience of some world countries in this field and local features were considered. In these instances data on types of farms, agrarian property, lease relations, use of land and fertilizers, source of income, sowing areas of agricultural crops, number of trees and bushes on types of perennial plants, application of irrigation methods, existence of livestock and poultry on age and gender, lake and bond fishing, buildings, existence of agricultural techniques and equipment, agricultural workforce and etc. will be collected during the census. Personal data on per household will be kept confidential and will be used only for public and general statistical purposes.
For the conduction of agricultural census 1209 person instructor-controller, 11751 person interviewer, totally 12960 person temporary workers were involved. 389 person operators were considered to engage for the development of the census materials of the local statistical bodies.
Enterprise or household heads (or representatives) are responsible for ensuring compliance with the results obtained in the census processes in the agrarian sector. Thus, the results will be directly related to their answers, they should be sincere responses and should avoid concealing or exaggerating any fact.
