Vahab Mammadov was born on 27 August, 1963 in Azerbaijan (Baku city).
In 1984, he graduated from Azerbaijan Institute of National Economy. He holds a PhD in Economics. From 1984 to 1987, he worked as an Accountant at Baku Production Association named after Ali Bayramov, during 1987-1992, he worked as an Economist and a Researcher at Azerbaijan Scientific Research Institute of Economics and Organization of Agriculture.
From 1988 to 1991, he continued his postgraduate education and defended his research paper in the Central Labour Institute in Moscow.
From 1992 to 1993, he worked as a Leading Economist and Chief Economist at the Committee of Labour and Social Issues of the Republic of Azerbaijan, in 1993 he served as Deputy Head of Department at the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan, from 1994 to 1997, he worked as Deputy Chairman of the Social Protection Fund for Disabled People of the Republic of Azerbaijan, and from 1997 to 2015 he worked as Deputy Head of Department, Head of Department, Head of Division at the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan.
Moreover, from 2000 to 2001 he served as Director of the Scientific Research and Training Centre on Labour and Social Problems under the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan.
In October 19, 2015 he was appointed to the post of Head of Administration of the State Statistical Committee of the Republic of Azerbaijan.
He was appointed to the post of First Deputy Chairman of the State Statistical Committee of the Republic of Azerbaijan by the Decree of the President of the Republic of Azerbaijan dated February 03, 2016.
He was awarded the “100th Anniversary of Heydar Aliyev (1923–2023)” Jubilee Medal and the 3rd Degree Order “For Service to the Motherland” by the relevant decrees of the President of the Republic of Azerbaijan.
He is a Counselor of Civil Service. He is married and has two children.
