Azer Mursagulov was born in 1981 in Baku.
In 2003 he graduated from the Faculty of Business Administration with distinction at Boğaziçi University in Türkiye.
In 2008 he was awarded a Doctor of Philosophy (Ph.D.) in Economics from the University of Georgia, United States.
In 2007-2010 he held various positions at the Ministry of Finance of the Republic of Azerbaijan, including working as an Assistant to the Minister on Economic Affairs.
In 2010-2012 he had been an Advisor to the Executive Director at the headquarters of the International Monetary Fund in Washington, D.C., United States.
In 2012-2019, he worked as the Head of the department and Deputy Director in the Public Debt Management Agency of the Ministry of Finance.
From 2019 to February 10, 2026, he worked as Director of the Agency for Managing Public Debt and Financial Obligations under the Ministry of Finance of the Republic of Azerbaijan.
By the Order of the President of the Republic of Azerbaijan dated February 10, 2026, he was appointed as Chairman of the State Statistical Committee of the Republic of Azerbaijan.
On 22 June 2022, he was awarded the Medal “For Distinction in Civil Service” by the Order of the President of the Republic of Azerbaijan.
He is a Member of the Board of Azerbaijan Investment Holding.
He is fluent in English, Russian and Turkish.
